Every human being is entitled to the enjoyment of the highest attainable standard of physical and mental health conducive to living a life in dignity. (ICESCR, Article 12)
Art 41 & 90 of the FDRE Constitution also provides that:
The State has the obligation to allocate ever increasing resources to provide to the public health, education and other social services.
To the extent the country’s resources permit, policies shall aim to provide all Ethiopians access to public health and education, clean water, housing, food and social security.
To achieve the full realization of the right to health:
- Access to health facilities, goods and services on a non- discriminatory basis especially for vulnerable or marginalized groups,
- The provisions of essential drugs,
- Equitable distribution of all health facilities, goods and services are among the core minimum obligations of the state.
