Every internally displaced person has the right to liberty of movement and freedom to choose his or her residence. In particular they have the right to move freely in and out of camps or other settlements. (UN Guiding Principles on Internally Displaced Persons, principle 14).

Kampala Convention article 9(2(f))

State parties shall guarantee the freedom of movement and choice of residence of internally displaced persons, except where restrictions on such movement and residence are necessary, justified and proportionate to the requirements of ensuring security for internally displaced persons or maintaining public security, public order and public health
