July 15, 2026July 15, 2026 Event Update, Somali

Jawaab la jaanqaadaysa xaaladda deegaanka iyo dadaallada isku dubbaridan ee daneeyayaasha ayaa lagama maarmaan u ah in kor loo qaado hirgelinta xuquuqda waxbarashada ee deegaannada xoolo-dhaqatada

Komishanka Xuquuqda Insaanak ee Itoobiya (EHRC) ayaa wadatashi daneeyayaasha la yeeshay, kaas oo ku saabsanaa natiijooyinka iyo tallooyinka lagu ogaaday kormeerka ay ku sameeyeen hirgelinta xuquuqda waxbarashada ee deegaanno xoolo-dhaqato ah oo laga soo xulay Aagga Koonfurta Omo ee hoos yimaada Ismaamulka Koonfurta Itoobiya, kaas oo ka dhacay magaalada Jinka 30-kii Juunyo, 2026. Wadatashigan ayaa kulmiyay wakiilo ka socda Waaxda Waxbarashada Aagga Koonfurta Omo, Horumarinta Waraabka iyo Dhulalka Hoose, Maamulka Magaalada Turmi, iyo sidoo kale xafiisyada waxbarashada iyo iskuullo laga soo xulay degmooyinka Nyangatom, Male, iyo Banna Tsemay.

Wadatashiga ayaa lagu soo bandhigay warbixinta EHRC ee la xiriirta natiijooyinka hawlahooda kormeerka ee ku aaddan hirgelinta xuquuqda waxbarashada deegaannada xoolo-dhaqatada, oo ay ku jiraan ilaalinta loo damaanad qaaday xuquuqdan ee hoos timaada shuruucda caalamiga ah iyo kuwa qaranka, taas oo markii dambe si ballaaran looga dooday. Intii ay doodu socotay, waxaa la iftiimiyay in inkastoo ay jiraan tallaabooyin socda oo lagu horumarinayo hirgelinta xuquuqda waxbarashada ee deegaanka, haddana ay jiraan caqabado fara badan sida burbur dhisme oo soo gaaray iskuullo dhowr ah oo ay sababeen daadad iyo dabaylo xooggan—gaar ahaan Degmada Dasenech, halkaas oo in ka badan 20 iskuul ay biyuhu liqeen—isbeddelka iyo bixitaanka joogtada ah ee macalimiinta, heerka ka qaybgalka ardayda gabdhaha ah oo aad u hooseeya, iyo miisaaniyadda loo qoondeeyay waaxda waxbarashada oo aan ku filnayn marka la barbar dhigo xaaladaha suuqa ee hadda jira.

Ka qaybgalayaasha dooda ayaa hoosta ka xariiqay baahida loo qabo in kor loo qaado wacyigelinta ku saabsan muhiimadda waxbarashada, in la kordhiyo diiwaangelinta ardayda gabdhaha ah, in la fududeeyo fursadaha tababarka macallimiinta, iyo in la ballaariyo iskuullada guur-guura iyo iskuullada jiifka (hostelada). Waxaa intaas dheer, inay tilmaameen lagama maarmaannimada in la qoondeeyo miisaaniyadda loo baahan yahay si loo buuxiyo agabyada aasaasiga ah ee iskuullada.

Hawi Asfaw, oo ah Agaasimaha Waaxda Xuquuqda Dhaqan-dhaqaale ee EHRC, ayaa sheegtay in wax ka qabashada nusqaamaha ku jira hirgelinta xuquuqda waxbarashada ee deegaannada xoolo-dhaqatada ay u baahan tahay jawaab la jaanqaadaysa xaaladda deegaanka iyo dadaallo isku dubbaridan oo ay yeeshaan dhammaan daneeyayaashu. Waxay sidoo kale ku nuuxnuuxsatay in xaqiijinta helitaanka (accessibility), jiritaanka (availability), aqbalaada (acceptability), iyo la qabsiga (adaptability)—kuwaas oo ah halbeegyada aasaasiga ah ee ugu muhiimsan ee xaqiijinta xuquuqda waxbarashada—ay yihiin kuwo muhiim ah.
