ይህ አንቀጽ ሁሉንም የግጭቱ ተሳታፊ ወገኖች በውጊያ ውስጥ ቀጥተኛ ተሳትፎ የሌላቸውን ሰዎች እንዲሁም በጠላት ኃይል ቁጥጥር ሥር የሆኑ (በውጊያ ውስጥ መሳተፋቸው የቀረ) ሰዎችን ቢያንስ ያለ ምንም አሉታዊ ልዩነት በሰብአዊነት መያዝን እንዲያከብሩ ያስገድዳል
