ማንኛውም ሰው የመማር መብት አለው፡፡ ቢያንስ የአንደኛ ደረጃና መሠረታዊ ትምህርት በነጻ ሊሰጥ ይገባል፡፡ የአንደኛ ደረጃ ትምህርት ግዴታ ሊሆን ይገባል

የመንግሥት አስተዳደር ሥልጣን መሠረቱ የሕዝብ ፍቃድ መሆን ይኖርበታል፤ የሕዝቡ ፍቃድ የሚገለጸውም በተወሰኑ ጊዜያት በሚካሄዱ ሐቀኛ ምርጫዎች ነው
