Ensuring the full participation of women means creating an enabling environment for women to participate in the political, economic, and social affairs of their community meaningfully, without any discrimination; both in the process and the decision-making. (CEDAW) 

Article 9 of the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol, 2003) also requires State Parties to take positive legal and other necessary measures to build participative governance and ensure the full participation of women. 

Article 35 of the FDRE Constitution imposes an obligation on the State to enable Women to compete and participate equally in the political, social, and economic spheres of life.
