የጉዲፈቻ ሥርዓትን የተቀበሉ አባል ሀገራት የሕፃኑ ጥቅም ከሁሉም በላይ ቅድሚያ  የሚሰጠው ጉዳይ መሆኑን ማረጋገጥ አለባቸው እንዲሁም የጉዲፈቻ ልጁን ደኅንነት ለመከታተል የሚያስችል አሠራር መዘርጋት አለባቸው
