ማንኛውም ሰው በሕይወት የመኖር ተፈጥሯዊ መብት አለው፡፡ ይህ መብት በሕግ ሊከበር ይገባል፤ ማንኛውም ሰው ያላግባብ ሕይወቱን ሊነፈግ አይገባም፡፡
አባል ሀገራት ሕግ የማስከበር ተልዕኮ የተሰጣቸውን ወታደሮች ጨምሮ ሕግ አስከባሪ ኃላፊዎቻቸው ሕይወትን ያላግባብ እንዳይነፍጉ ለመከላከል አስፈላጊ እርምጃዎችን በሙሉ መውሰድ ይጠበቅባቸዋል።
