የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) ጳጉሜ 1 ቀን 2014 ዓ.ም. በኦሮሚያ ክልል፣ ሆሮ ጉዱሩ ወለጋ ዞን ኡሙሩ ወረዳ በሲቪል ሰዎች ላይ የደረሰን ግድያ አስመልክቶ ባወጣው መግለጫ በዞኑ የተለያዩ ወረዳዎች ተጨማሪ የጸጥታ ሥጋቶች በመኖራቸው በታጠቁ ቡድኖች በሲቪል ሰዎች ላይ ብሔርን መሰረት ያደረጉ ተጨማሪ ጥቃቶች እንዳይፈጸሙ ለመከላከል በትኩረት እንዲሠራ ማሳሰቡን አስታውሶ፤ በአካባቢው ሲቪል ሰዎችን ኢላማ ያደረጉ ጥቃቶች አሁንም ተሰፋፍተው መቀጠላቸው እጅግ አሳሳቢ መሆኑን ገልጿል። 

በዞኑ በኡሙሩ፣ በሆሮ ቡልቅ እና በጃርደጋ ጃርቴ ወረዳዎች ከነሐሴ 25 ቀን 2014 ዓ.ም. ጀምሮ ባሉት ሦስት ሳምንታት ውስጥ ብቻ በኦሮሞ ነጻነት ሰራዊት (በተለምዶ ኦነግ ሸኔ)፣ በአማራ ኢመደበኛ ታጣቂ ኃይሎች እና ግለሰቦች በተከታታይ በተፈጸሙ ጥቃቶች ከ100 በላይ ሲቪል ሰዎች የተገደሉ መሆኑ ታውቋል። እንዲሁም የግል ንብረት እና የቁም ከብቶች መዘረፋቸውን፣ በሺዎች የሚቆጠሩ ነዋሪዎችም ከቤት ንብረታቸው ተፈናቅለው ያለበቂ የሰብአዊ እርዳታ አቅርቦት በአስቸጋሪ ሁኔታ ላይ የሚገኙ መሆኑን ኮሚሽኑ ከተጎጂ ቤተሰቦች፣ ከአካባቢው የፍትሕና የአስተዳደር አካላት እንዲሁም በአካባቢው ከሚንቀሳቀሱ የእርዳታ ድርጅቶች ያሰባሰባቸው መረጃዎች እና ማስረጃዎች ያሳያሉ። 

የኢሰመኮ ዋና ኮሚሽነር ዶ/ር ዳንኤል በቀለ “የክልሉ እና የፌዴራል መንግሥታት በአካባቢው ብሔርን መሰረት አድርገው የሚፈጸሙ ጥቃቶችን ለመከላከል በመወሰድ ላይ የሚገኙትን እርምጃ ችግሩን በሚመጥን ደረጃ በማሳደግ የዜጎችን ደኅንነት የመጠበቅ ኃላፊነታቸውን በአግባቡ ሊወጡ ይገባል” ሲሉ በድጋሚ አሳስበዋል።
