The Ethiopian Human Rights Commission (EHRC) continues to monitor reports of raids of IDP shelters in Shire, Tigray and the detention of a large number of IDPs by security officials since May 24, 2021. These shelters are the only safe havens for persons forced to leave their place of residence by the ongoing conflict in the region and the humanitarian needs in these shelters remain dire.
Law enforcement measures against suspected individuals who might be residing in IDP camps should follow due process and be guided by sensitivity to other camp residents. EHRC condemns all actions that put the safety and security of civilians in danger and strongly urges prompt remedial action. The Commission also reiterates that IDPs and IDP shelters must be protected at all times.
የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) ከግንቦት 16 ቀን 2013 ዓ.ም. ጀምሮ በትግራይ ክልል፣ ሽሬ ከተማ ከሚገኙ የሀገር ውስጥ ተፈናቃዮች የሚገኙባቸው የመጠለያ ካምፖች ውስጥ በጸጥታ ኃይሎች የተወሰዱ በርካታ ተፈናቃዮች ስላሉበት ሁኔታ ክትትል በማድረግ ላይ ነው። እነዚህ መጠለያዎች መደበኛ መኖሪያ ቦታቸው ያለውን የደኅንነት ስጋት ሸሽተው የመጡ ሰዎች ብቸኛ የደህንነት ቦታዎች ሲሆኑ፤ የሰብአዊ አቅርቦት ፍላጎቱ አሁንም ከፍተኛ መሆኑ ይታወቃል።
ስለሆነም፣ በእነዚህ መጠለያዎች የሚወሰዱ ማናቸውም የሕግ ማስከበር እርምጃዎችም ሆነ በመጠለያዎቹ ይገኛሉ ተብለው የሚታሰቡ ተጠርጣሪዎችን የመያዝ እርምጃ ተገቢውን የሕግ ሂደት የተከተለና በመጠለያዎቹ ያሉ ተፈናቃዮችን ሁኔታ ታሳቢ ያደረገ መሆን አለበት። ኢሰመኮ የሲቪል ሰዎችን ደኅንነት እና ሰላም አደጋ ላይ የሚጥሉ ማናቸውንም አይነት ተግባራት የሚያወግዝ መሆኑን እየገለጸ፣ አፋጣኝ የእርምት እርምጃ እንዲወሰድ በአጽንኦት ያሳስባል። ኮሚሽኑ የሀገር ውስጥ ተፈናቃዮች እና መጠለያ ቦታዎቻቸው በማንኛውም ጊዜ ቢሆን ጥበቃ ሊደረግላቸው እንደሚገባ በድጋሚ ያስታውሳል።
