አባል ሀገራት የኢንፎርሜሽን ቴክኖሎጂዎችን ጨምሮ በአዲስና ታዳሽ የኃይል ምንጮች እንዲሁም አስፈላጊ ቴክኖሎጂዎች ላይ ምርምርንና ኢንቨስትመንትን ለማስፋፋት፣ በዚሁም ላይ የሴቶችን ተደራሽነት እና የቁጥጥር ተሳትፎ ለማመቻቸት ተገቢውን እርምጃ ሁሉ መውሰድ ይገባቸዋል
