Executive Summary: Annual Human Rights Situation Report on Disability Rights and Rights of Older Persons
Disability rights and the rights of older persons are among the core priority areas the Ethiopian Human Rights Commission (EHRC) focuses on. Accordingly, the Commission has established a thematic department led by a thematic commissioner that works for the promotion, protection, and respect of the rights of older persons and persons with disabilities through various activities, including awareness-raising, monitoring, investigation, and advocacy.
Based on the human rights monitoring and investigations, assessments, and advocacy that it undertook in line with its powers and duties, the Commission has released its first-ever thematic annual human rights situation report on the rights of older persons and persons with disabilities to complement the general Annual Human Rights Situation Report published on 23rd of July 2023.
This report covers the situation of older persons and persons with disabilities in the year 2015 E.C. and includes policy gaps concerning the respect, promotion, and protection of the rights of older persons and persons with disabilities, access to justice, inclusion of persons with disabilities in higher education institutions and care for older persons. It also captures the public’s perception of the rights of persons with disabilities and older persons in Ethiopia. Moreover, the report highlights the positive and negative developments, issues of concern that should be addressed and prioritized by the government, conclusions, and specific recommendations.
The report is compiled by analyzing the main findings from the human rights monitoring and investigation activities carried out by the disability rights and rights of Older Persons department and other EHRC thematic departments, complaints lodged by individuals and civil society organizations, assessments, and information, and evidence gathered from various consultation workshops throughout the year in line with the relevant international, continental and national laws and policies.
