በደቡብ ኢትዮጵያ ክልል የመንግሥት ሠራተኞች ደመወዝ ክፍያ መዘግየት እና ያለመከፈል ችግርን አስመልክቶ የተከናወነ የምክረ ሐሳቦች ትግበራ ክትትል

የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) በማእከላዊ ኢትዮጵያ እና በደቡብ ኢትዮጵያ ክልሎች በተለይም ከአዳዲስ የክልል አደረጃጀቶችና መዋቅሮች መቋቋም ወይም ተያያዥ ውሳኔዎች ጋር በተያያዘ የሚነሱ የደመወዝ መዘግየትን እና ያለመከፈልን የተመለከቱ አቤቱታዎችን እና ጥቆማዎችን መነሻ በማድረግ የሰብአዊ መብቶች ምርመራ በማከናወን ታኅሣሥ 13 ቀን 2016 ዓ.ም. ሪፖርት (ከዚህ በኋላ “ዋናው የምርመራ ሪፖርት”) ይፋ ማድረጉ ይታወቃል። በዚሁ መሠረት፣ ከ2012 ዓ.ም. ጀምሮ ከደመወዝ አከፋፈል ጋር በተያያዘ በተለይም መከፈል ከነበረበት ደመወዝ የተወሰነውን ቆርጦ የመክፈል እና በአንዳንድ አካባቢዎች ከሁለት እስከ ሦስት ወራት የማዘግየት ችግሮች እንደነበሩ ተመላክቷል። በዚህም የጤና እና የትምህርት ተቋማትን ጨምሮ ሌሎች ማኀበራዊ አገልግሎቶችን የሚሰጡ ተቋማት አገልግሎት በማቆማቸው ወይም በሙሉ ዐቅም አገልግሎት መስጠት ባለመቻላቸው ኀብረተሰቡ ለዘርፈ ብዙ ማኅበራዊ፣ ኢኮኖሚያዊ እና ሥነ-ልቦናዊ ቀውሶች መዳረጉ ተገልጿል። ይህንኑ መሠረት በማድረግ በማእከላዊ ኢትዮጵያ እና በደቡብ ኢትዮጵያ ክልሎች የሚገኙ የመንግሥት ሠራተኞች ተገቢውን ደመወዝ በሙሉ እና በወቅቱ የማግኘት መብት በተሻለ ሁኔታ እንዲከበር እና ጥበቃ እንዲያገኝ ለማድረግ የሚረዱ ልዩ ልዩ የመፍትሔ እርምጃዎች በሪፖርቱ በምክረ ሐሳብነት ቀርበው ነበር።

ዋናው የምርመራ ሪፖርት ይፋ መደረጉን ተከትሎ ኢሰመኮ ከግንቦት 19 እስከ 23 ቀን 2016 ዓ.ም. የደቡብ ኢትዮጵያ ክልል እና የወላይታ ዞን የመንግሥት ኃላፊዎችን በማነጋገር የምክረ ሐሳብ አፈጻጸም ክትትል አድርጓል። ይህ የምክረ ሐሳቦች ትግበራ ክትትል ያስፈለገው በዋናው የምርመራ ሪፖርት የተሰጡ ምክረ ሐሳቦች አተገባበር ያለበትን ደረጃ ለመገምገም ሲሆን በተለይም የዚህ ክትትል ዋና ትኩረት በሆነው በደቡብ ኢትዮጵያ ክልል ወላይታ ዞን ችግሩ ተባብሶ መቀጠሉን የሚያመላክቱ ጥቆማዎች እና አቤቱታዎች ለኢሰመኮ መቅረብ በመቀጠላቸው ነው።
