አባል ሀገራት የሕፃናትን የመማር መብት ሙሉ በሙሉ እውን ለማድረግ ሁሉንም ተገቢ እርምጃዎች ይወስዳሉ። በተለይም በትምህርት ቤት ተገኝቶ ትምህርትን በቋሚነት መከታተልን ለማበረታታት እንዲሁም የተማሪዎችን ትምህርት የማቋረጥ ምጣኔ ለመቀነስ እርምጃዎችን መውሰድ አለባቸው
