ለጊዜው ወይም ለዘለቄታው ከቤተሰቡ የተለየ ወይም ለራሱ ጥቅም ሲባል ከቤተሰቡ ጋር እንዲቆይ ሊደረግ የማይችል ሕፃን የመንግሥትን ልዩ ጥበቃ እና ድጋፍ የማግኘት መብት አለው
A child temporarily or permanently deprived of his or her family environment, or in whose own best interests cannot be allowed to remain in that environment, shall be entitled to special protection and assistance provided by the State
States Parties which recognize the system of adoption shall ensure that the best interest of the child shall be the paramount consideration and establish a machinery to monitor the well-being of the adopted child
የጉዲፈቻ ሥርዓትን የተቀበሉ አባል ሀገራት የሕፃኑ ጥቅም ከሁሉም በላይ ቅድሚያ የሚሰጠው ጉዳይ መሆኑን ማረጋገጥ አለባቸው እንዲሁም የጉዲፈቻ ልጁን ደኅንነት ለመከታተል የሚያስችል አሠራር መዘርጋት አለባቸው
