ዚህ ሪፖርት የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) በኢትዮጵያ የበጀት ዓመት አቆጣጠር በ2015 ዓ.ም. ያከናወናቸው ዐበይት ተግባራት እና የተገኙ ውጤቶች ቀርበዋል። በተጨማሪም የኮሚሽኑን የፋይናንስ አጠቃቀም መግለጫ እና በዕቅድ አፈጻጸም ያጋጠሙ ችግሮች ትካትተዋል። ተግባራቱ ኮሚሽኑ በአምስት ዓመት ስትራቴጂክ ዕቅዱ ለይቶ ባስቀመጣቸው ዘጠኝ የትኩረት መስኮች መሠረት የተደራጁ ናቸው፡፡

የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) ኮሚሽነር ዳንኤል በቀለ በይፋዊ የ'ኤክስ' ገጻቸው ባሰፈሩት አጭር ጽሁፍ ኢሰመኮ የአስቸኳይ ጊዜ አዋጁ መራዘም "እጅግ አሳስቦታል" ማለታቸውን አዲስ ማለዳ ተመልክታለች

የኮሚሽኑ ዋና ኮሚሽነር ዳንኤል በቀለ (ዶ/ር) መንግሥት የአስቸኳይ ጊዜ አዋጁን የሚያራዝመው ከሆነ በሰብዓዊ መብቶች አያያዝ ላይ ሊያስከትል የሚችለው አሉታዊ ተጽእኖ አሳሳቢ ነው ብለዋል

የመንግሥት አስተዳደር ሥልጣን መሠረቱ የሕዝብ ፍቃድ መሆን ይኖርበታል፤ የሕዝቡ ፍቃድ የሚገለጸውም በተወሰኑ ጊዜያት በሚካሄዱ ሐቀኛ ምርጫዎች ነው

በበጀት አመዳደብ ሂደት ሰብአዊ መብቶች ተኮር መሆን ማለት ሀብትን የሰው ልጆችን ባስቀደመ መልኩ ወይም ሰዎችን ማዕከል በሚያደርግ መንገድ መመደብ ነው

ማንኛውም ኢትዮጵያዊ ወይም በሕጋዊ መንገድ ሀገሪቱ ውስጥ የሚገኝ የውጭ ዜጋ በመረጠው የሀገሪቱ አካባቢ የመዘዋወርና የመኖሪያ ቦታ የመመሥረት፣ እንዲሁም በፈለገው ጊዜ ከሀገር የመውጣት ነጻነት አለው

Any Ethiopian or foreign national lawfully in Ethiopia has, within the national territory, the right to liberty of movement and freedom to choose his residence, as well as the freedom to leave the country at any time he wishes to
