ማንኛውም ኢትዮጵያዊ ወይም በሕጋዊ መንገድ ሀገሪቱ ውስጥ የሚገኝ የውጭ ዜጋ በመረጠው የሀገሪቱ አካባቢ የመዘዋወርና የመኖሪያ ቦታ የመመሥረት፣ እንዲሁም በፈለገው ጊዜ ከሀገር የመውጣት ነጻነት አለው
