የሲቪል ምህዳር ሁኔታ የመከታተያ ዘዴን ለመተግበር የባለሙያዎችን የክትትል አቅም በስልጠና ማጎልበት የክትትል አሠራሮች ዘመናዊ እና ሳይንሳዊ ሥነ-ዘዴዎችን መሠረት ያደረጉ እንዲሆኑ በማድረግ የምህዳሩን ወቅታዊ ሁኔታዎች ለመከታተል ያስችላል

Transitional justice is essential to address the root causes of systemic human rights violations, to heal wounds of past abuses, and to consolidate a viable path towards sustainable peace and reconciliation

የጸጥታ ኃይሎች በዓሉን ለማክበር በወጣው ሕዝብ ላይ ከልክ ያለፈ አላስፈላጊ ድብደባ፣ አስለቃሽ ጭስ፣ ጥይትና ሌሎች ከመጠን ያለፉ እምጃዎችን መውሰዳቸውን" ገልፀው በተወሰደው እርምጃ በዕድሜ የገፉ አዛውንቶችና ሕፃናት ጭምር መጎዳታቸውን ተናግረዋል
