The Ethiopian Human Rights Commission (EHRC) convened a workshop on the participation of Internally Displaced Persons (IDPs) in the national transitional justice process and the 7th national election from February 25 to 27, 2026 in Bishoftu. The workshop brought together IDPs from Afar, Amhara, Benishangul-Gumuz, Central Ethiopia, Gambella, Harari, Oromia, Somali and Tigray regions.
The event featured presentations on policy and legal frameworks concerning TJ and election, the participation rights of IDPs, challenges encountered in operational processes, post-displacement psychological trauma and stress, as well as the support provided to IDPs.

Participants shared their experiences on the challenges IDPs face during participation in TJ and elections. They noted the inadequacy of IDPs’ participation in the 6th national election and previous public consultations in connection with TJ. They also stated that since TJ plays a crucial role in seeking solutions for human rights violations that occurred during displacement, it is essential to ensure IDPs’ participation in consultation forums and to make the necessary preparations to promote their participation in the 7th national election.

Additionally, a presentation was delivered to provide participants with an understanding of the psychological trauma IDPs faced during their displacement and continue to experience, as well as their coping mechanisms; participants also shared their own experiences.
During the discussion, it was emphasized that understanding the situation of IDPs should be the primary focus. It was further noted that individuals affected by displacement often endure complex circumstances and face compounded vulnerability to psychological trauma. Accordingly, it was underscored that humanitarian aid shall include psychosocial support and be delivered in a timely manner.

Mehreteab Gebremeskel, Director of the Department for the Rights of IDPs, Refugees, and Migrants at EHRC, stated that it is essential to ensure the participation of IDPs in measures taken to strengthen the rule of law and democracy in the country, and noted that IDPs should enhance awareness of their role in these processes. He reaffirmed EHRC’s commitment to ensure that adequate attention is given to IDPs issues and that their participation is secured in both the TJ process and the 7th national election.
