የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን (ኢሰመኮ) በፌደራል ሕገ-መንግሥቱ መሠረት ነጻ ፌደራላዊ መንግሥት አካል ሆኖ የተቋቋመና ለሕዝብ ተወካዮች ምክር ቤት ተጠሪ የሆነ ለሰብአዊ መብቶች መስፋፋት፣ መከበርና እና ጥበቃ የሚሠራ ብሔራዊ የሰብአዊ መብቶች ተቋም ነው፡፡ (የኢፌዴሪ ሕገ መንግሥት አንቀጽ 55/14 እና አዋጅ ቁጥር 210/1992 በአዋጅ ቁጥር 1224/2012 እንደተሻሻለው፡፡)
