በካምፓላ ስምምነት ውስጥ የተካተቱ እና እንደ የሰነድና ምዝገባ፣ የጸጥታና ደኅንነት፣ የመንቀሳቀስ ነጻነት እና ፍትሕ የማግኘት መብት የመሳሰሉ መብቶችን እና በመንግሥት ላይ የተጣሉ ግዴታዎች ዙሪያ የተስተዋሉ ክፍተቶችን በማረም የሀገር ውስጥ ተፈናቃዮችን የሰብአዊ መብቶች አያያዝ ማሻሻል ይገባል
