Everyone has the right to be recognized as a person before the law as enshrined in Article 6 of Universal Declaration of Human Rights & Article 16 of ICCPR.

Several international human rights instruments such as Convention on the Right of the Child and ICCPR also recognize the right to birth registration. (Art. 7, Art. 24(2))

The UN has set a target to provide a legal identity to all including birth registration, by 2030. (SDG Target 16.9)
