Responding to media reports and complaints of arrests by police in the city of Addis Ababa for not wearing face masks, Chief Commissioner of Ethiopian Human Rights Commission Dr. Daniel Bekele said:
“Covering nose and mouth are recommended health measures to prevent the spread of #COVID19 and the public needs to follow these critical health directives. Indeed, the Emergency Regulations impose an obligation to wear face covering in public service areas such as markets, shops, transport services or other public spaces with large number of people where social distancing is not possible. Otherwise, arbitrary arrest of people on the streets is outside the regulation, disproportionate and counter-productive measure which should stop immediately and all those detained should be released immediately.”
በዛሬው እለት በአዲስ አበባ ከተማ የአፍና አፍንጫ መሸፈኛ ሳያደርጉ የተገኙ ሰዎች በፖሊስ እየታሰሩ ከመሆናቸው ጋር በተያያዘ በሚዲያዎች የወጡ ዘገባዎችንና ለኮሚሽኑ የቀረቡ አቤቱታዎችን ተከትሎ የኢትዮጵያ የሰብዓዊ መብቶች ኮሚሽን ዋና ኮሚሽነር ዶክተር ዳንኤል በቀለ የሚከተለውን ብለዋል፡፡
“የአፍና አፍንጫ መሸፈኛ ማድረግ የኮቪድ 19 ስርጭትን ለመከላከል አስፈላጊ የጤና መመርያ ሲሆን ሕብረተሰቡም ሊከተለው የሚገባ ነው፡፡ በእርግጥም የአስቸኳይ ጊዜ ደንቡ ማንኛውም ሰው እንደ ገበያ ቦታዎች፥ ሱቆች ፣ የትራንስፖርት አገልግሎቶች ባሉ የሕዝብ አገልግሎት መስጫ ቦታዎች እና በሌሎች ህዝብ በሚበዛባቸውና የአካል መራራቅን መጠበቅ በማይቻልባቸው አካባቢዎች የአፍና አፍንጫ መሸፈኛ ማድረግ እንዳለበት ይደነግጋል፡፡ ከዚህ ውጪ ግን በየትኛውም ቦታ የአፍና አፍንጫ መሸፈኛ ሳያደርጉ የተገኙ ሰዎች ላይ ሁሉ የሚደረግ የዘፈቀደ እስር ከህግ ውጭ ከመሆኑም በላይ ለነገሩ ሁኔታ ተመጣጣኝ ያልሆነ እርምጃ እና የታለመለትን አላማ የሚቃረን በመሆኑ በአስቸኳይ ሊቆም ይገባል፣ በዚህ ሁኔታ የታሰሩ ሰዎችም በአስቸኳይ ሊፈቱ ይገባል።”
