የኢትዮጵያ ሰብአዊ መብቶች ኮሚሽን፣ በሕዝብ ተወካዮች ምክር ቤት፣ ትላንት ማክሰኞ የጸደቀው፣ የመሬት ይዞታ ካሳ ክፍያ የዐዋጅ ማሻሻያ፣ የመብት ጥሰትን ያስከትላል፤ ሲል ተችቷል

እያንዳንዱ አባል ሀገር በሕግ ሥርዓቱ ውስጥ የማሰቃየት ተግባር ሰለባ የሆነ ሰው መፍትሔ እንደሚያገኝ እንዲሁም በተቻለ መጠን የተሟላ ማገገሚያን ጨምሮ ተፈጻሚነት ያለው ፍትሐዊና በቂ ካሳ የማግኘት መብት እንዳለው ማረጋገጥ አለበት
