ተዋዋይ ሀገራት በዘላቂነት እና ደኅንነትንና ክብርን በጠበቀ መልኩ በፈቃደኝነት ላይ የተመሠረተ የመመለስ፣ ከአካባቢ ማኅበረሰብ ጋር ተዋሕዶ የመኖር ወይም ወደ ሌላ ቦታ የማስፈር መፍትሔዎችን ለማመቻቸት አጥጋቢ የሆኑ ሁኔታዎች በማበረታታትና በመፍጠር ለመፈናቀል ችግር ዘላቂ መፍትሔዎችን ማፈላለግ አለባቸው
