Internally Displaced Persons (IDPs) and Refugees are entitled for human rights protection during armed conflict.
UN Guiding principles on IDPs, principle 10
Attacks or other acts of violence particularly; direct or indiscriminate attacks or other acts of violence, starvation as a method of combat, their use to shield military objectives from attack or to shield, attacks against their camps or settlements … against IDPs who do not, or no longer participate in hostilities are prohibited in all circumstances.
Attacking, displacing, causing to disappear or mistreating refugees during an armed conflict is a war crime. (FDRE Criminal Code, Article 270(l))
