ማንኛውም ኢትዮጵያዊ ዜጋ በቀለም፣ በዘር፣ በብሔር፣ በብሔረሰብ፣ በጾታ፣ በቋንቋ፣ በሃይማኖት፣ በፖለቲካ ወይም በሌላ አመለካከት ወይም በሌላ አቋም ላይ የተመሠረተ ልዩነት ሳይደረግበት በማናቸውም የመንግሥት ደረጃ በየጊዜው በሚካሄድ ምርጫ የመምረጥ እና የመመረጥ መብት አለው
